The Northern Ireland Office has published proposals for wideranging reform of the criminal justice system of Northern Ireland. They include proposals in relation to the prosecution of offences and the establishment of a Public Prosecution Service for Northern Ireland. This Research Paper examines the role of the public prosecutor. It considers prosecution in Northern Ireland and in England and Wales. It examines the relationship between prosecutors and the police, and considers the issues of accountability and independence in relation to public prosecutors.
